Facilities Management Update, July 31, 1999

On Site Progress

Work in the 4 main zones of the stadium complex continued throughout this month with work hours expanding to maintain the schedule. Specific work was as follows:

South Endzone - The concrete structure for the precast and cast-in-place concrete for the lower seating bowl in the Southeast Endzone was completed this month. The aluminum seating for this area has been delivered on site and installation will begin during the 1st week of August. Work on level 4 (the premium seat concourse) also continued as over 60% of the cast-in-place concrete is completed. Structural work on this level will be completed prior to the 18 September home opener. On level 1 of Bryant Hall the masonry, drywall, electrical, mechanical, fire protection, and plumbing installations continued on schedule.

East and West Parking and Concourse Areas - The underground utility installations are now 95% complete and the retaining walls are 75% complete. The stadium lights were installed and tested.

President's/Press Box Foundation Work - The structural steel installation has continued on both the East and West sides and the concrete placement for the 6 new bays on the President's Box and 4 new bays for the Press Box will be completed by mid September.

North End and Plaza Areas -The underground utility installations were completed and the earthwork is now 75% complete. The retaining walls are now in place with the brickwork nearing completion. The foundations for all 72 of the Pergola columns were completed. (The Pergola's and finish brickwork in the Plaza will not be installed until the Spring of 2000)

Upcoming Construction Schedule

The construction effort in all areas will continue throughout the month of August. In addition to this effort, the preparations for the 1st home game are now in their final stages and there will be a shift of emphasis in the later part of August to this effort. The inspection by the State Fire Marshal on 27 July was conducted and many issues were resolved. The scoreboard structure, plans for the completed stadium, and the plans for the temporary access for the '99 season were accepted by the State Fire Marshal. Further inspections by the State Fire Marshall and the Bureau of Capital Outlay Management in Richmond, are being scheduled for the last week of August.

Landscaping Plan Approved

The landscaping plan was approved by the University Architect, the Arboretum and Landscape Committee and the State Art and Architectural Review Board. Input by various groups including the neighborhood associations, were incorporated in the final plan. This plan is provided as an attachment to this UPDATE and when the landscaping is completed, the appearance of the stadium complex will be very significantly upgraded, blend the old with the new, and maintain a "Virginia look".

The plan will be implemented as follows:

  • Parking Garage Southwest Wall - July/August 1999.
  • North Plaza - Fall 1999
  • East and West Sections - Spring/Fall 2000.
  • Southwest and Southeast Sections - Fall 2000.
  • Parking Garage - Fall 2000/Spring 2001.

Facilities Management Update, June 30, 1999

On Site Progress

Work in the stadium complex continued in the South Endzone, East and West Parking and Concourse areas, Presidents'/Press Boxes, and the North Endzone Plaza. The personnel on site increased to an average of 205 per day. Specific work in these 4 areas was as follows:

South Endzone - The major construction effort continued with the cast in place work over 50% complete, the 2nd floor structure of Bryant Hall complete, and the supporting structure for the lower bowl complete. The placing of the precast concrete seating in the lower Endzone bowl is 90% complete and is scheduled for completion by 9 July. Additionally, the cast-in-place concrete seating in the Southeast and Southwest corners is 85% complete with a targeted completion of 15 July. Work on the level 4 area also commenced with the 1st formwork now being visible on the East side. Masonry, mechanical, electrical, fire protection, plumbing, and metal stud installation continued on level 1 of Bryant Hall.

East and West parking and concourse areas - The underground utility installations on the East and West sides of the Stadium are now over 90% complete and the site work is over 40% complete. The work on the retaining walls continued.

President's/Press Boxes - Foundation work is now 100% complete and the new structural steel installation has started on both the East and West sides.

Northend Plaza - Work continued with the underground utility installations over 95% complete and the earthwork over 50% complete. All of the new retaining walls are now in place with brickwork ongoing, and the soil is being brought up to grade level behind the walls.

THE OVERALL PROJECT REMAINS ON SCHEDULE WITH THE PHASE II COMPLETION ANTICIPATED BY 18 SEPTEMBER.

Upcoming Construction Schedule

The construction intensity in all areas of the complex will continue throughout this month. Interior work (block work, mechanical, electrical, plumbing, etc.) in Bryant Hall level 1 and the Bryant Hall seating bowl structural work will continue, and the aluminum seats will be installed in August. The President's/Press Box areas structural work will continue as will the North Endzone landscaping and retaining wall installation, East and West parking and concourse.

State Fire Marshal Inspection

An inspection by the State Fire Marshall of the completed Scoreboard structure and the egress plans for temporary stadium occupancy during the '99 season is planned for 22 July. Also at that time the overall plans for the completed stadium in the year 2000 will be reviewed on site and any additional life safety requirements identified will be addressed.

System Testing

It is currently planned to test all of the electronic systems on 21 July from 10:00 a.m. - 2 p.m. including the video board, speaker system, field microphones, scoreboard, 25 second clocks and all other support systems utilized on game day. This will be in preparation for the opening home game on 18 September.

Facilities Management Update, May 31, 1999

On Site Progress

During the past month the projects in the South Endzone, East and West parking and concourse areas, the President's/Press Boxes, and the North End Plaza continued to gain momentum as over 200 contract personnel are now on site on a daily basis. The weather conditions have continued to be favorable and significant progress towards the Phase II completion by 18 September was made. The North end earthwork and the installation of the underground utilities continued with over 35% of the earthwork and 75% of the underground utilities completed. New retaining walls can now be seen coming out of the ground.

The President's/Press Box foundation work continued with over 10% of the concrete now in place. A modification of the design was received and materials were ordered to ensure that the structural members of the expanded areas will be completed for the '99 football season.

The utility installations and site work on both the East and West sides of the stadium continued with the utility installations now over 85% complete and the site work reaching 20%. For the '99 season, these areas will be complete to the point where the stadium will be occupiable but the new ticket booths, fencing, brick piers, and landscaping will not be completed until the year 2000. There will be some temporary entrances provided for the 6 home games of the '99 season.

The field lighting towers were taken down and shipped to Clinch Valley College for use at their new stadium. The new field lighting structures are being fabricated off-site and will be arriving on-site during the early part of July.

The major construction effort in the South Endzone continued to be on track for the Phase II completion on 18 September. The below grade utility work and stadium retaining walls are completed, and the cast-in-place concrete is over 30% completed. The 2nd floor structure of Bryant Hall is now 90% complete and the form work for the supporting structure for the lower bowl is 80% complete. The 1st precast seating arrived on 13 May and was installed in the early evening. The sequencing of the precast is such that each week there will be 3 days of deliveries with installation occurring during the late afternoon, early evening timeframe.

Upcoming Construction Schedule

The lower bowl precast seating installation will continue throughout the month of June and be completed by early July. Concurrent with this work will be the placement of the cast-in-place seats in the lower sections of the East and West sides of the South Endzone and the block walls and utilities in Bryant Hall level 1. The completion of the entire seating bowl in the South Endzone is projected for 1 August. The work in the North Endzone, East and West parking and concourse areas, and the President's/Press Box areas will also continue.

(1) Sequence of the first installation of precast concrete seating commencing on 17 May. This includes the truck arriving on site, precast being lifted from the truck to the site, installation of the first sections and securing of the concrete seating.

Facilities Management Update, April 30, 1999

On Site Progress

Significant progress was made on all of the construction projects which are ongoing on site as the weather conditions were favorable. This work includes the North Plaza, the President's/Press Box, the utility installation on the East and West sides, and the major effort in the South endzone area. The North Plaza earthwork commenced with the clearing of land and the installation of the underground utilities. This work included the demolition of some existing utility lines and the removal of the pump house which has been relocated to the Alderman Road site across from the Leake building. The installation of the glass and metal structures on the scoreboard continues and a final inspection of the scoreboard is scheduled for June.

The President's/Press Box work continued with foundations being placed. A refinement of the design for the structural members of both of these areas was completed and a portion of the basic structure for the expanded areas is on track to be completed prior to the '99 football season. These 2 expanded areas include 4 bays on the Press box side and 6 bays on the President's Box side and will not be available for occupancy until September of 2000.

The installation of the utility lines on the East and West side of the stadium continued with a completion projected for June.

The major construction effort continues to be in the South Endzone. The below grade utility work is now 95% complete, the stadium retaining walls are 85% complete and the cast-in-place concrete is 25% complete. The 2nd floor of the elevated structure of Bryant Hall level 2 reached the 50% completion point and the form work for the supporting structure for the lower bowl seating is 20% complete.

The caissons for the North wings and light towers were also completed during this past month.

Upcoming Construction Schedule

The arrival of the 1st precast seating members for the lower bowl is now projected for 11 May. This precast seating, which is already being manufactured by The Shockey Precast Group, in Winchester, Virginia will include over 2500 pieces of precast concrete with various sections weighting up to 35,000 pounds. The lower seating bowl precast installation will continue for approximately 50 days and be completed by the first week of July. Concurrent with the placement of the elevated precast seating, the existing seating sections in the East and West lower bowl will be replaced with on grade cast-in-place concrete.

During the month of April the contractor will be mobilizing for the utility and earthwork for the new North Plaza. This will include the retaining walls, fencing, entrances and support structures for the Pergola installation next year. The installation of the additional caissons for the field lighting (2 per lighting structure) and Parking Garage (49 more located in the South parking lot), will commence in late April.

Bryant Hall Level 2

The programming of the scope for the Bryant Hall level 2 was completed during April and the design process is underway. The schedule for the development of this design is as follows:

  • Schematics - 1 July
  • Design Development - 1 September
  • Contract Documents - 1 December
  • Contract awards - 15 January

    PACC/Neighborhood Meetings Held

    The PACC (Planning and Coordination Council Technical Committee for the City, County, and University of Virginia) meeting was held on 22 April in the construction trailers and the project status and issues of mutual interest were discussed. Additionally, a neighborhood meeting was held on 26 April to review the project status and what the schedule looks like for the next 6 months. Concerns of the neighborhood were reviewed and follow-up actions are in progress.

    Facilities Management Update, March 31, 1999

    On Site Progress

    The Major construction effort continued in the South Endzone during the past month. The below grade utility work is now 80% complete, the retaining walls 80% complete, and the cast-In-place concrete is 10% complete. A milestone was reached as the first section of the elevated structure of Bryant Hall Level 2 was placed this week. Photos depicting the form work for this construction and an aerial view of the site are included as attachments to this UPDATE. The caisson installations continued on schedule with 110 out of 130 caissons in place for the stadium. The remaining 20 caissons are being placed in the North wings. During this month work also continued on the utility installations in the East and West parking lots, the mobilization and preliminary work in the President's and Press Box commenced, and the glass and metal panel work on the scoreboard structure continued.

    Upcoming Construction Schedule

    During the month of April the contractor will be mobilizing for the utility and earthwork for the new North Plaza. This will include the retaining walls, fencing, entrances and support structures for the Pergola installation next year. The installation of the additional caissons for the field lighting (2 per lighting structure) and Parking Garage (49 more located in the South parking lot), will commence in late April.

    Contracts Advertised and Awarded

    Bids for all of the major components of the project have been completed with the exception of the parking garage. 100% Plans and specifications were received this past week on the garage and all of the costs for the garage area will be known by the middle of May. The total project costs remain within I% of the budget.

    Bryant Hall Level 2

    Planning for the use of Bryant Hall Level 2 continued this past month. Ticketing, Sports Marketing, VSAF, Alumni Locker room, Recruiting, Academic Advising and Career Planning and Placement are all potential tenants to utilize this space. The project scope for the use of this 30,000 sq. ft. area is being refined and the programming process is on track for a 15 April completion. The design process will then commence for this $4 million component.

    Facilities Management Update, February 28, 1999

    On Site Progress

    Significant progress in the South Endzone continued during the past month as the stadium retaining walls are now 75% complete, the underground utilities 70% complete, and the caissons 75% complete. Site work on both the East and West parking areas also continued with the installation of the underground utility systems. A photo depicting the on-site construction during mid-February is included as an attachment. This photo depicts the ongoing work on the retaining walls, the cast-in-place concrete, precast concrete, and underground utilities, which now includes the main electrical feeder system from Whitehead Road. Also noted in a second photo is the column installation which will support the new seating bowl.

    Upcoming Construction Schedule

    During the month of March there will be continuous work on the utilities, caissons, retaining walls and cast-in-place concrete in the South Endzone as well as work in both the East and West parking lots. Concurrent with this will be the manufacturing of the precast seating and structural elements off-site with a first delivery scheduled on 14 May of this year. Mobilization of the contractor for the North lawn area for the installation of the new utility systems and plaza has been moved up in the schedule to this April, to ensure that the 2000 goal for the completion of the Pergola and Plaza will be met. In this regard, a prototype of a Pergola column will be cast off-site and brought to the University during the month of April for a design/constructability review. These Pergola elements will be installed on site in the Spring of 2000.

    The only major contract remaining to be awarded is the Parking Garage which will be advertised in May, 1999.

    Bryant Hall Level 2

    Three meetings with VMDO architects and the Athletic Department representatives were conducted over the past month to explore the fit-out of the 30,000 sq. ft shell space on the 2nd level of Bryant Hall. There are many activities that may function very well in the 30,000 sq. ft, and these include the VSAF, Ticketing office, Development office, Alumni Locker room, Recruiting, and Academic Advising/Tutoring. This will be shared space and other potential occupants include various academic departments. A status on this issue will be provided in the next month's UPDATE.

    Classroom Labs for 3rd Year Civil Engineering Students

    One-hour laboratory sessions were held at the stadium for 3rd year Civil Engineering students who were briefed on the project progress, what project management and construction management involves on a day to day basis, and how this utilizes the various Professional Engineering and Architectural disciplines. These include Mechanical, Electrical, Civil, and Structural Engineering as well as Architectural Design. A half-hour on-site tour was also conducted where the various testing methods for construction quality assurance were discussed in the field by a representative from the project's Geotechnical testing agency. This is the 5th group of University students to use this project in their studies as a practical application of the Engineering and Architectural professions. This experience enhances the student's knowledge of the real world application of their studies.

    Facilities Management Update, January 30, 1998

    On Site Progress

    During the past month the construction in the South Endzone continued to increase in tempo with more contractor activity on-site. In addition to the caisson, retaining wall, and underground utility installations, the cast-in-place concrete work commenced on 22 January 1999. This work added the fourth major contractor on-site in the South Endzone and extensive hours were utilized to overcome the inclement weather and keep the project on schedule. To date, 60% of the caisson's, 50% of the South Endzone utilities, and 40% of the stadium retaining walls are completed. In addition, the utility work on Whitehead Road was expedited during the Holiday break. This work included 2 major contractors on-site installing the electrical ductbank to the Chemistry facility (the stadium will branch off of this for the major power distribution to the stadium) and the installation of a 12" water main. Taking advantage of the low holiday traffic volume allowed for these 2 critical components to be completed early.

    An on-site inspection of the Shockey precast plant, plus a review and approval of a mockup of the concrete seats and supporting structures, was conducted by members of the A/E/CM/UVA team in a January 20th visit to Winchester, Virginia. The pre-cast elements are in the final engineering development stage and will include seating for the lower and upper South Endzone, the supporting structures, and the portal entrances. Also coordinated at this meeting were the final plans for the development of a mock-up of the Pergola columns.

    Upcoming Construction Schedule

    The February construction schedule includes the continuation of the utilities, caissons, retaining walls, and cast-in-place concrete in the South Endzone as well as the utility installations in the East and West parking lots. The off-site work includes the manufacturing of the pre-cast concrete elements which will amount to over 7,500 cubic yards of concrete in addition to the 17,000 cubic yards of cast-in-place concrete.

    The water pumphouse, located at the North end of the stadium, will be relocated during the project and the utility distribution work to facilitate this relocation will be commencing in late February.

    Facilities Management Update, December 22, 1998

    On Site Progress

    During the past month the demolition contractor completed his work in the South End Zone. Concurrent with this demolition work was the site clearing and installation of caissons, underground utilities, and the retaining walls. To date 45 of the 140 caissons in the project have been completed.

    In addition to the South End Zone work, the Northend Scoreboard painting was completed and the metal panels and glass enclosure work is programmed to start in early 1999.

    Upcoming Construction Schedule

    The January construction schedule will include the mobilizing on site of all of the major structural contractors. This will include the cast in place and precast concrete crews, materials, and equipment and if the weather remains favorable we look for concrete to be placed during the 2nd week of January. Over 17,000 yards of concrete will be placed in the stadium and an additional 3,000 yards will be placed in the Parking Garage. The contractor will initially be using I crane and as the work progresses he will use up to 3 cranes on-site at any one time. He will sequence his work from the East side to the West side of the stadium. As mentioned in the last UPDATE, every effort continues to be made to complete as much of the earthwork and supporting structures now to take advantage of the relatively mild weather.

    Facilities Management Update, November 30, 1998

    On Site Progress

    With the successful conclusion of the home football schedule on November 14, the pace of the construction effort in the South end of the stadium has significantly increased. This included the removal of the furnishings, equipment, and memorabilia from the Alumni Locker Room and Bryant Hall on Sunday, November 15 and Monday, November 16. This effort involved many different contractors and University departments' on site and was concluded Monday night. Starting at daybreak on Tuesday, November 17, the demolition contractor finished mobilizing and began the demolition of the Alumni locker room, Bryant Hall and the concession structures. This effort has continued for the past two weeks and the clearing of the site in the endzone area is now nearing completion. Also during this time the painting of the scoreboard structure in the North endzone as well as installation of the Seven-Society signage, was completed.

    Upcoming Construction Schedule

    During the month of December, the major construction work will include (1) The continuation of the installation of underground utilities on both the East and West side of the stadium as well as the South endzone, (2) The continuation of the installation of the caissons. To date, 30 of these caissons have been installed with an additional 110 more to be installed during the coming 4 months. (3) The installation of the retaining walls underneath the lower bowl seating in the south endzone.

    Commencing on 15 January, the major concrete work, both pre-cast and cast-in-place, and the major utilities under the new Bryant Hall, will commence. The construction schedule provides for virtually no delays for inclement weather in order to meet the late August 1999 turnover of Bryant Hall and the lower bowl seating at the stadium. As such, a significant effort is being made by the project staff and the contractors on site to accomplish as much work as possible during the clear days. Specifically time sensitive is the installation of the supporting concrete structures and utilities which are now underway as these are very weather dependent and they are on the critical path of the project schedule.

    It should also be noted that the stadium parking areas have been adjusted because of the increase in the construction tempo. The fenced areas around the project have expanded to ensure that the contractor access and laydown areas are adequate and that the project safety program is not jeopardized.

    Status of Bids

    The designs for over 90% of the elements of the project have been completed and are now being bid as indicated in our schedule in last month's UPDATE. Many of the bid openings will occur during the next two weeks and we anticipate that by mid December we will have some 90% of the total project costs under contract. In addition, the plans and specifications 'for the parking garage will be received during the Is' week of December and they will then be undergoing various State constructability and Code reviews, with a final design completion anticipated in late January 1999.

    Interior finishes, furnishings, equipment and signage

    The interior finishes, furnishings, equipment and signage plans have undergone 2 reviews at the University and the design consultant is now proceeding to develop the final plans and specifications for advertisement. These contracts will be advertised beginning on 15 December with bid openings scheduled during January and February of 1999. A portion of these procurements will be in place for the opening of the '99 season. These will include (1) The new signage throughout the stadium and (2) The equipment, furnishings and finishes in the Bryant Hall level I spaces. This provides over 30,000 square feet of useable space and will include the team locker rooms, coach's and referees areas, emergency medical room, training room, media room and appropriate support areas.

    Facilities Management Update, October 30, 1998

    End Zone Progress

    Prior to the first home game this year, the scoreboard and its various components were accepted by the University and adjustments have continued to be made to ensure that the game day experience is enhanced for all. The operational adjustments will continue during this month concurrent with the administration of the warranty program. The remainder of the scoreboard structural elements will be completed after the 14 November North Carolina football game.

    Upcoming Construction Schedule

    The demolition contract for the removal of Bryant Hall, Alumni Locker room, South End Zone seating and numerous smaller support buildings was awarded to S. B. Cox Inc. of Richmond, Virginia for $264,195.00. The demolition will start on November 17 and will be completed by December 17. This demolition process will clear the site for the commencement of the major construction in the South End Zone. The caisson installation commenced again on October 26 in the South End Zone area. After the last home game on November 14, the pace of this portion of the project will increase significantly.

    The major concrete construction bid packages were competitively negotiated during the past month and awards for the following contracts have been made. The Permanent Excavation Support System (retaining walls) contract was awarded to Schnabel Foundations Inc. of Bethesda, Maryland at a cost of $1,013,500. The pre-cast concrete was awarded to Shockey Brothers of Winchester, Virginia at a cost of $5,853,360. The cast in place concrete was awarded to Cleveland Cement Contractors, Inc. of Richmond, Virginia for a total of $10,633,100. All three of these construction contractors will be mobilizing and active on site by 18 December.

    Facilities Management Update, September 30, 1998

    Phase I Completion September 1998

    Phase I of the project was completed during the past month with substantial completion and turnover of the scoreboard structure, video display, scoreboard, and sound system elements in time for the 12 September home opener. Also included in this first phase was (1) The move of the North lawn 30' closer to the playing field (2) The development of the drawings and appropriate models for the total project including the Pergola (3) Installation of the early site utilities and foundations and (4) Removal of the Bryant hall equipment in preparation for the demolition of the South end facilities. While these issues were substantially complete for the opening game, work to finish out these items will continue until December.

    The scheduled home games on 12 & 19 September required that all major construction activities be curtailed on both the North and South ends of the stadium. Prior to this the contractor completed 6 of the 130 support caissons and this work may continue on a not to interfere with the game day activities basis during the next 2 months.

    Upcoming Construction Schedule

    The contractor selection process for the 2 new major structural projects, (cast-in-place and pre-cast concrete) continued throughout this month and proposals are due for these on 29 September and 8 October respectively. This selection process will continue throughout this month with an award date for these contracts no later than 30 October. The demolition contract for the South endzone was advertised on 13 September and bids for this contract are due on 13 October.

    Upcoming Design Packages

    The revised stadium general construction documents were received on 15 September and are now undergoing State Building Official, Fire Marshal, Construction Manager, Facilities Management and Athletic Department reviews. Currently it is scheduled for bid openings on the construction packages contained in these documents to occur from late November to mid December.

    The parking garage design continued to progress during this past month and the completion of these documents is still on target for 16 December. A review process similar to that described above for the stadium construction documents will follow in January and February, 1999.

    Phase II Construction

    Currently the Phase II construction schedule includes (1) Demolition of Bryant Hall, support buildings, Alumni locker room, the last 2 sections of the South endzone bowl, and the endzone seating (Hooville), (2) The construction of the new Bryant Hall level I and the shelled area on level 2, (3) Construction of the South endzone lower bowl seating (4) Starting the structure for the upper bowl on the South endzone (5) Installation of the storm water management system, (6) Installation of the ramps for the new parking garage as well as the retaining walls supporting all of the South end work, (7) Installation of new signage throughout the stadium including the new numbering system for the ticketed seats.

    Neighborhood Meeting

    A neighborhood meeting has been scheduled for 7 October in the University Hospital dining conference room located on the main floor adjacent to the front lobby. The scheduled meeting time is 6:30 p.m. to 8:00 p.m. and available for all questions will be representatives of the Athletic Department, Facilities Management, and the Architect for the University.

    Facilities Management Update, August 31, 1998

    North Lawn project Status

    The North Lawn project was completed during the past month and the final inspection has taken place. Punch list items are being completed and closeout is expected within the next 30 days.

    Installation of Scoreboard and Supporting Systems

    The scoreboard structure and all of the components were installed during this past month. This includes the video display, speaker system, ad panels and the scoreboard display. All of these systems are operational and final testing and adjustments will continue during the first two weeks of September. The weather delays which occurred in the early Spring were made up during the past month with extended hours, weekend work, and favorable weather. Indeed, the conditions were so ideal for construction during the past month that the masonry work is now ahead of schedule and will be completed before this season's first game on 12 September. The glass panels that will be located on the backside of the scoreboard are a long lead procurement item which will be installed during November of this year.

    Other Current Construction

    The re-bid for the south site utilities package was opened on 30 July, and the contract was awarded to the Faulconer Construction Co., Inc. on 6 August, 1998 at a cost of $1,223,225. This work is ongoing at the present time in the south endzone parking areas adjacent to Bryant Hall. In addition to this contract, the installation of the caissons on the Southeast section of the Stadium have been continuing for the past 3 weeks and will continue right up until the first home football game on 12 September.

    Upcoming Construction Schedule

    The contractor selection process for the 2 major contracts for the cast -in-place and precast concrete began on 19 July with an advertisement for letters of interest, and the following contractors submitted requests and have been pre-qualified for this work.

    These firms were provided with plans and specifications on 24 August and a 30 day proposal preparation period is now in progress. A team of UVA/A&E/CM personnel has been assigned to complete this selection process and a target date of 27 October has been set for the two contract awards.

    The demolition contract for the south endzone will be advertised on 13 September with bids due on 13 October.

    Upcoming Design Packages

    A progress set of the remaining stadium construction documents (consisting of 370 drawings with 2 volumes of specifications) has been developed and is currently being reviewed and revised in preparation for printing of the final bid documents. This review cycle will continue through early October with a target of late October for formal advertising. These documents will be broken up into individual trade packages and advertised separately and after these are awarded, over 90% of the total project scope will be under contract. Bid opening dates for the trade packages will occur from late November to mid December 1998.

    The parking garage design continued throughout the past month with the structural precast concrete portion completed early so that this work could be included in the pre-cast bid package mentioned in the Upcoming Construction Schedule section of this Update. The remainder of the parking garage design work including caissons, foundations, retaining walls, masonry, architectural pre-cast, topping slabs, mechanical, electrical, plumbing and finish work will be completed on 16 December.

The scoreboard structure measures some 30' wide and 102' high with the speakers located in the top 2 levels, the ad panels the next 2 levels, the video board the next 3 levels, and the scoreboard display the remaining lower section.

    Facilities Management Update, July 31, 1998

    North Lawn Project Status

    During the past month the North Lawn Project proceeded to substantial completion and only the final installation of grass sod immediately adjacent to the scoreboard structure remains to be completed. The completion of the grass will be accomplished in the early Fall after the scoreboard structure and all of its elements are installed. The irrigation system is now fully functional and will be used as necessary throughout the rest of the Summer and Fall seasons.

    Installation of Scoreboard and Supporting Systems

    The scoreboard structural steel frame was fabricated in Lynchburg, Virginia and installed during the past week. This basic structural system will be further reinforced with additional members to support the individual scoreboard elements and this will be completed during the early part of August. The status of the four functional elements are as follows:

    • The Video Display was assembled in Taiwan and the successful factory demonstration was witnessed by University staff members. This display was then disassembled, shipped via air to JFK, and is now in storage locally and awaiting installation in mid-August.
    • The Speaker System is currently being assembled in Maryland and this system will arrive on site on August 20 and will be installed shortly thereafter
    • The Scoreboard System is being manufactured in Brookings, South Dakota and will be shipped to the site on August 14 and be installed the last week of August
    • The Advertising Panels are also being fabricated in Brookings, South Dakota and will also be installed during the last week of August.
    Testing of the systems will continue during the first two weeks in September. It should be noted that the architectural completion (painting, brick work etc.) for the scoreboard structure and its systems will be occurring throughout this years football season. Final completion will occur early next year.

    Upcoming Construction Schedule

    The low compliant bidder for the installation of the caissons was Hardin-Huber, Inc. of Baltimore, Maryland and onsite construction is due to start on August 3. The re-bid for the South site utilities construction package was opened on July 30 and the award of this construction contract will follow shortly. Two additional construction packages advertised last month are for the structural concrete (Stadium/Parking Garage pre-cast and cast-in-place concrete). The competitive negotiation process will be utilized for these procurements as this method will fully clarify the scope up front for these critical project elements and significantly reduce the chance for cost escalations and project delays after contract award.

    In addition to the above contracts, the demolition contract for the existing Bryant Hall, Hooville, Alumni locker room, and two sections of the lower seating bowl in the South end zone will be advertised on September 13 with bids due on October 13. The on-site demolition is scheduled to commence on November 16.

    Upcoming Design Packages

    With the incorporation of the Value Engineering design concepts and identifying of bid alternates, the design effort on the remaining stadium elements continued at a fast pace toward completion. The stadium general construction documents will be submitted for review the second week of August and will be finalized and ready for contract procurement the last week of September. Additionally, the design for the new parking garage adjacent to Bryant Hall, will be completed the first week of December and be ready for contract procurement in January, 1999. Included in the stadium general package are:

    • North end utilities relocation and distribution
    • South end zone fit out
    • East and West Press and President/Donor box areas
    • East and West light towers
    • Site improvements
    • North wings
    • Suites
    • Plaza and Pergola
    • Retaining walls for the parking garage.

    Facilities Management Update, June 30, 1998

    North Lawn project status

    Despite the extremely wet spring where precipitation was 170 percent above normal, the North Lawn project is nearing completion. During the past month the irrigation system, other utility lines, granite steps and topsoil were installed. The irrigation system will be utilized in July and August to insure that the sod will be established prior to the beginning of this year's football season.

    Installation of Scoreboard and Supporting Systems

    The caissons for the support structure for the scoreboard systems are complete and the structural steel will be delivered to the site during the 4th week of July. The structural steel, weighing some 70 tons, will be installed in several sections, and is scheduled to be in place by the 1st week of August. The equipment for the speaker system, video display, scoreboard information panels, and advertising panels will be arriving on the site in late August and all of the systems are scheduled to be installed during the last week of August and the first two weeks of September. The installation of all of these systems will require a significant amount of coordination between the various contractors and the sequence of installation is being finalized.

    Upcoming construction Schedule

    The bid for the South site utilities construction package will be opened on 2 July and this contract will include the relocation and installation of all of the storm sewer, sanitary sewer, domestic water, chilled water and electrical lines in the southern half of the stadium. By accomplishing most of this work prior to the 1998 football season, time will be gained on the major construction effort which will begin in late November 1998. The bid for the caisson construction contract will be opened on I July, and this contract will provide the basic foundation support for many locations in the stadium complex. This construction effort, involving some 85 caissons, will be ongoing during the late Summer of '98 and continue through April of '99. As with any construction projects, getting "out of the ground" is most critical to the maintaining of the schedule and budget as during this phase of construction, unforeseen site conditions and weather can be disruptive. The day to day inspection effort will also be increasing during this timeframe.

    Upcoming Design Packages

    The next two design construction packages due for advertising are the Structural Frame (23 August), and the Demolition of various buildings on site (4 October). The structural frame package will include cast in place and precast concrete and will be the first major construction portion of the total project. The demolition work will include the Alumni locker room, Bryant Hall, and several smaller facilities.

    Art and Architectural Review Board

    On June 8, the remaining portion of the project design was reviewed and approved by the State Art and Architectural Review Board in Richmond. This included the review of the demolition as noted in the above paragraph, as well as the design for the parking structure in the south end -zone adjacent to Bryant Hall. As a follow-on action, the final landscaping design will be presented to the AARB at a later date for information purposes only.'

    Board of Visitors Approval of Parking Game

    On 29 May, 1998 the Board of Visitors met to review the parking garage preliminary design and this was approved. It was noted during the review that it would be appropriate for the rest of the precinct, particularly those buildings adjacent to the stadium, to be architecturally developed so that future building exteriors will blend in with the stadium. This guidance will be forwarded for future action as appropriate.

    Value Engineering Effort

    The major value engineering effort for the project is now virtually complete with line item cost savings and structured bid items established so that the project will remain within budget. This review at the 35% plans and specifications point provided a good opportunity for the UVA/AE/CM team to-establish. priorities for future bidding purposes and for awarding additive bid items within the budget framework. As previously mentioned, no schedule slippage for the ove all project will occur because of this effort and the major program issues remain in the project scope.

    Rendering of Completed Construction

    Attached to this Update are artistic renderings which are provided to show what the MidLevel Suites in the southern bowl and the Locker room in the new Bryant Hall will look like when the project is completed in the Fall of the year 2000. The final design for both of these items is over 75% complete.

    Facilities Management Update, May 30, 1998

    North Lawn Project Status

    The Project for moving the north lawn area 30' closer to the playing field was delayed by 2 weeks due to the constant rain the first part of May. However, with some weekend work and a better weather projection, this delay will be overcome. Over 9,800 cubic yards of fill have been placed and compacted and the contractor will now install the irrigation system, granite steps, top soil, and the sod. A completion in late June is still projected.

    Upcoming Construction Schedule

    The bids for the support structure for the new scoreboard were opened on 20 May and Martin/Horn, Inc. was the low bidder. A notice to proceed was issued on 25 May and a substantial completion date of I August, 1998 has been established. The structure will support the four main elements of the scoreboard and include over 70 tons of steel structural members. The four elements include the following:

    1. Speaker System - Awarded to Washington Professional Systems on 20 May

    2. Video Display - Awarded to Opto Tech on 26 May

    3. Scoreboard Information Panels - Award scheduled for 12 June

    4. Advertising Panels - Award scheduled for 12 June

    All of the elements listed above have delivery dates between 15 August and 1 September.

    Assistant State Building Official Review and Value Engineering

    As mentioned in last months Update, the initial 35% plans and specifications review established that some redesign effort was required to ensure that the scope, code, and budget parameters were met. With these goals in mind, the Architects and Engineers in conjunction with the Construction Manager and the University Team, have been busy updating and revising the plans and specifications while concurrently incorporating various value engineering concepts. It is anticipated that no schedule slippage for the overall project will o * ccur because of this redesign effort and the major program issues will remain in tact.

    Upcoming Design Packages

    The next four design packages scheduled for advertising include (1) South Site Utilities (7 June), (2) Caissons (7 June), (3) Structural Frame (8 August) and (4) Demolition (4 September). These four packages, as well as all subsequent ones, will include provisions to ensure that game day operations are not adversely affected.

    Contractor Information Brief

    Due to the intense interest of the contractor community and to ensure that competitive prices are obtained for this project, a brief of the procurement strategies was given to the contractor community on 28 May at the Carl Smith Center in Bryant Hall. Phil Kirby, the Project Executive from Barton Malow, explained all of the procurement strategies and how they tie in with the project schedule, budgeting, cost control, and game day operations. Additionally, a University representative for minority affairs gave a short presentation on opportunities for minority participation on this high profile project.

    Facilities Management Update, April 30, 1998

    First Construction Work Commences on Site

    The project's first construction contract for moving the North Lawn area 30' closer to the playing surface broke ground on April 1st . The contractor is now in the process of providing drainage for an existing spring while concurrently placing and compacting some 10,000 cubic yards of fill dirt. During the next few weeks the contractor will be continuing with the placing and compacting of the soil, preparing for the installation of the irrigation system and the granite steps, and removing the existing score board. A completion in late June is projected.

    Upcoming Construction Schedule

    The contract for the support structure for the new score board was advertised on April 19th, and the steel structural components will be complete by August 1st. The 21' x 28' video display component of the scoreboard is scheduled to be on site by August 3rd. Other components of the score board include the score board display, advertising panels and the speaker system. All of these components are scheduled for completion by September 3rd.

    Neighborhood Meeting

    The 3rd neighborhood meeting was held on April 22nd and the project progress was briefed and neighborhood comments were received. Agenda items included (1) a briefing by the landscape architect on the overall project and general layouts of the green areas, (2) a report on a recent study on traffic management in the stadium area. It was requested that a briefing be set up sometime in the month of May to discuss the contractor access to the construction site particularly as it relates to the Stadium Road area. This will be scheduled and representatives from the neighborhood areas will be invited. It was also requested that the previously briefed general schedule be provided to the neighborhood and this is included below for planning purposes.

    Assistant State Building Official Review

    The initial State Building Code and Constructability review of the 35% plans and specifications of the stadium project was completed on April 22nd and changes to the documents are now being incorporated so that the next bids can proceed according to schedule.

    Upcoming Design Packages

    The next two design packages scheduled for advertising include (1) the South site utilities relocation and distribution, and (2) the caissons for the support structure throughout the stadium. Both of these contracts am scheduled to be advertised on June 7th.
